DOVER, Del. (CBS) — Police in Delaware have been given the authority to pull over out-of-state drivers during the coronavirus pandemic. Delaware State Police say Gov. John Carney’s state of emergency declaration “authorizes any Delaware law enforcement officer to stop a vehicle driving within the state simply because it is displaying out-of-state tags.”

Once pulled over, state police say the officer will ask questions about the driver’s travel, who will then be told that “they are required by law to self-quarantine for 14 days while in Delaware, or immediately return to their home state.”

The order does not apply to out-of-state drivers on I-95, I-295, or I-495. Out-of-state drivers are allowed to pass through Delaware while traveling to another state.

“Now is not the time to visit Delaware. As a state and a nation, we are facing a serious situation that is getting worse each day. Our goal is to limit a surge in COVID-19 cases that would overwhelm our hospital system. Per the order, we must control and prevent the spread of COVID-19 in our Delaware communities coming in from other states. We’ll get through this – but everyone needs to do their part,” Delaware State Police said in a release.

Motorists entering Delaware to work for an essential business, care for a family member or for health care reasons are also exempt.

BROOKLYN-A throng of protesters in Brooklyn smashed windows, vandalized NYPD cars, set fires, and in one tense confrontation, drove a car through a line of officers on bicycles as cops tried to surround them Tuesday night.

What started as a protest against the death of Walter Wallace Jr., a Black man armed with a knife who was shot by Philadelphia police on Monday, quickly turned chaotic, with several people dressed in all in black lighting trash fires on the street and breaking business windows.

Police hung back as the group of about 200 people marched through Boerum Hill, before surrounding them on Atlantic Ave. near Boerum Place and making about 30 arrests. at about 10 p.m.

“Burn the precinct to the ground! Every city, every town!” several protesters shouted as they marched.

In one scene caught on multiple videos, a group of officers surrounded a dark-colored sedan, trying to stop it. The car’s driver kept going, as at least one cop tried to break in its widow with a baton. It then plowed through a line of bicycle cops and drove off.

It wasn’t clear if police caught up with the vehicle later Tuesday night.

The group set several trash fires along Court St. from Atlantic Ave. to Montague St., smashed the windows of a Bank of America and a Starbucks on Court St. and spray-painted the Christopher Columbus statue outside Brooklyn Supreme Court. They also smashed the windshield of a green taxi, and sprayed graffiti on a police van, several bus shelters and a Chase Bank.
